Ah, good point! It seems sources are the relevant factor here. I'm on Ubuntu, but generally ignore the distro packages - too many weird packaging issues! I'd missed that of course the various OpenJDK's I have installed (Zulu, Adopt, etc.) have the src.zip inside, so this is where the docs are coming from in the code completion popup.
