For whatever it's worth...I have never used groovy, but in NB 12.4, I just tried this.
If I go to Tools -> Options -> Miscellaneous and click
on the groovy tab, I get a progress bar that says 'Activating Groovy'
and then after a few seconds it shows instructions on
how to download and install groovy.
