It's a known problem, will be fixed for 12.0. After you run NetBeans on an earlier JDK and then install the WildFly plugin (or any other plugin), you can go back and run NetBeans on JDK 14 again. It's just a problem installing NBMs since Pack200 isn't in JDK 14 or later.
