But my RAD still having the Warning of Unknown tag (jsp:body) and
Unknown tag (layout:overview).

Any ideas?

You'll have to start every jsp with f:subview

ex:
<layout:somelayout>
    <f:subview id="sub">
        <jsp:body>
            <tc:panel>
....
