I am able to get it to work using 1.6.5 only problem is, like L.J mentioned,
any <echo> statements after the command is executed are not executed.
<sshexec host="gbi-test" username="Administrator" password="Gbi123Test123"
trust="true" command="\dev\install.exe -i silent" failonerror="true"
outputproperty="installprogress"/>
<echo message="Commencing installation ..."/>
<echo message="${installprogress}"/>
However, the build fails when the dependency is changed to 1.7.1 since the ant
jars in the maven repository haven't been upgarded to this version..correct?

You should use 1.7.1 rather than 1.6.5. There was a bug in 1.6.x that stdout
after sshexec was executed will disappear.
