Also remember that version 1 is implicitly 1.0.0.0 so that range [1,2-!) does includes 1.1-SNAPSHOT if i happen to install as a snapshot which is pretty common for a 1.1 version of an artifacts
Because there is no need to label things 1.0.0. ... 1.0 is sufficient.
