One more idea: what shell are you using? Try "echo $SHELL" to find out. 
Maybe the colon sign ":" is interpreted by it? Try putting all arguments in 
quotes like this:

mvn "install:install-file" "-Dfile=ojdbc14.jar" "-DgroupId=..."
