Hard-coding plugin versions is a "best practice". So, while I sympathize with your troubles, hopefully these 2 experiences will convince you of why this is a good idea and you will actually do it. ;-) As for the SNAPSHOT version in a pom on central, this is pretty clearly a problem. Please complain to the Cargo people so they can fix things.
