I believe the file must be named #.#.#-SNAPSHOT.jar for it to be considered a snapshot version of an artifact. Otherwise the ".snapshot" will be considered just another alphanumeric tag in the version and you won't get proper snapshot handling etc. Give it a try and report back. I could be wrong -- I've never tried #.#.#.snapshot.jar, so I don't know how it is handled.
