Thanks for the reply. I apologize for being uncler. I only realized that now
that I am reading my initial mail again. The part:

actually means that I would like to do this automatically when the plugin is
installed. So what I actually need to know if it's possible with
conventional Maven weapons to do these operations (download + unpack +
install with a group/artifactId/etc in local repo) automatically.
