If that is the policy change, can you see about updating
http://maven.apache.org/guides/mini/guide-mirror-settings.html to
reflect this.

We have had issues with the proxy-cache technique and found an rsync
updated once a day (we have no issues scaling back to once a week if
traffic is a problem for people) to remove those issues (with
developers wanting to try different versions and otherwise "play" with
their prototypes prior to locking down.

I'm hoping that Nexus will prove good enough that we could replace our
mirroring, but I'm waiting for a version to be released.
