Don't know if you solved this yet, but it worked for me just adding the
version tag to the plugin information, as below:
<plugin>
<groupId>com.sun.tools.xjc.maven2</groupId>
<artifactId>maven-jaxb-plugin</artifactId>
<version>1.0</version>
<executions>
<execution>
<goals>
<goal>generate</goal>
</goals>
</execution>
</executions>
</plugin>
