Dan,
I've added in the repository you mentioned to my settings.xml file (relevant
section included in my reply post to Tim on building the code from scratch),
but I'm now getting a different error:

Try downloading the file manually from the project website.
Then, install it using the command:

-Dfile=/path/to/file
