Never seen anyone ask about this before so if you've looked and can't find any info about this, I'd say its probably not supported. Check the source code. If you add this "feature" yourself, please contribute the patch back, in case someone else wants this same functionality.
Not really sure why you'd need a non-plaintext m2 proxy password... What's the use case? Why doesn't your operating system's file security of your settings.xml file prevent someone from getting the password?
