have you checked the surefire-report-maven-plugin ?
I'm using it and it is working fine. (maven 2.0.2)

<groupId>org.codehaus.mojo</groupId>
<artifactId>surefire-report-maven-plugin</artifactId>
</plugin>
Take care that your local is en_US else you will have an exception
raised. There are threads in the ml about this.
