m2.0.2 repository tag error

I am getting a POM parse error when I add the following section.

<repository>
        <connection>
                scm:starteam:X:[EMAIL PROTECTED]:49201/Components/view
        </connection>
        <developerConnection>
                scm:starteam:X:[EMAIL PROTECTED]:49201/Components/view
        </developerConnection>
</repository>

I assume this is supposed to be a child of project?  What am I doing
wrong here?
