You'd have to get in touch with the chaps at Jakarta and ask them to upload version 1.1. If I were them, I'd probably say "no", to be honest. There's no reason why you can't get it to work by installing it to your local repo. Sounds to me like you haven't got axis-jaxrpc-1.1.pom installed at: axis/axis-jaxrpc/1.1/
Have a look in your in your .m2/repository/axis/axis-jaxrpc/1.1 directory to make sure you've got the pom and you've got axis-jaxrpc-1.1.jar (yes, you will have to rename the .jar).
