After you futz around with it for a while, I believe WebDAV is a mature transport upon which to build a Maven repo. Please see http://jira.codehaus.org/browse/MNG-1580 for one way(*) of replacing $M2_HOME/lib/ files to allow WebDAV deployment. * = I am 1000% certain there is a better (and more Maveny) way to resolve this issue, I just am not privy to it.
