It looks like you're missing the <relocation> tag inside the <relocations>
list:

try:

    <relocations>
        <relocation>
            <pattern>javax.ejb</pattern>
            <shadedPattern>jakarta.ejb</shadedPattern>
            <includes>

</configuration>
