In my settings.xml adds the Sonatype repository for the snapshots we provide:

    <snapshots>
        <enabled>true</enabled>
    </snapshots>
    <id>sonatype-nexus-snapshots</id>
    <name>Sonatype Nexus Snapshots</name>
    <url>https://oss.sonatype.org/content/repositories/snapshots</url>
</repository>
