Try adding:
<type>plugin</type>
to those 2 dependency exclusions.
( the jaxen pom:
http://search.maven.org/remotecontent?filepath=jaxen/jaxen/1.1.3/jaxen-1.1.3.pom
declares those dependencies to be of type "plugin" )
