I am using Maven 1.0 and I am working with a development version of the
Eclipse plugin. As we have a team of developers I added the development
plugin to our project.xml (and our internal repository) so it will
automatically use it. Looking at the plugin manager code I think this should
work - and it should get called rather than the version that comes with
maven for that project.

However sometimes (and it is only sometimes) this does not appear to happen.
I have tried installing it on a couple of machines and often the original
plugin will be called. If I remove the original plugin from the cache the
correct one will be called.

 Could someone tell me if this is a bug - or am I doing something wrong - do
I need to add something to my maven.xml to install my development plugin
(e.g. using the maven plugin jelly tags)?
