Just to be sure, in a multi-module project, maven runs its lifecycle until the specified phase on a module, and then switch to the next module. You have to distinguish if your problem is a wrong order of modules being built in maven reactor, or a wrong order of goals run in a lifecycle. First one is determine according to relationships/dependencies between modules.
