Since the site stuff is fully decoupled from core, it shouldn't really matter if site is done. Most people run the site build separately from a ci system anyway and for the time being you could use m2 if needed. For all the goodness m3 provides, I don't think the site plugin which has a separate release lifecycle should hold it up
