There's not a lot of time's where something like this happens, but one 
that I can think of, off the top of my head is running XDoclet against 
source code to produce meta data of some sort.

Is there any time when a dependency is compile-time but not runtime? It
seems to me that all dependencies are needed at runtime.

Why we couldnt have a tag that specifies if a dependecy is only 
runtime,
compiletime, or both? Maybe 2 tags
