Most modern UNIX/Linux Distros default to /root or /home/root.  However, 
users are free to be stupid and reset it to '/'.  Then the fun begins.  
Or they misinterpet when someone tells them to go to the user's root 
directory and they go to '/'.

You cannot cure or eliminate stupid....
