I haven't ever used the seapplet or setroubleshootd's bug
report tool, but AFAIK they use libreport, which began in
abrt for the reporting.  So take this FWIW, which may be
nothing. :)

You can get an API Key from the user preferences in
bugzilla:

    https://bugzilla.redhat.com/userprefs.cgi?tab=apikey

Then update APIKey in ~/.config/libreport/bugzilla.conf, I
believe.

Or via the Abrt GUI, open Preferences, then select the
Events tab, Bugzilla, and Configure.  That has a link to
bugzilla's userprefs.cgi too.

It certainly doesn't feel like a friendly process.  When I
was a package maintainer, I got a decent number of reports
from these tools and I don't think I *ever* got a response
when I asked the report for more details.

After seeing the lengths one must go to submit a report,
that seems even more bizarre.
