My guess would be that the directory structure for the webserver is
different from DNF's access to the same files.  They could fix that if
they cared.  In essence, where / (root) starts for one of them versus
the other.

If they deliberately broke things so people couldn't directly access
files through the webserver, why bother to make the files clickable
links?  (Albeit broken ones.)
