RewriteCond %{REQUEST_URI} ^/css/
RewriteRule .* - [L]
RewriteRule ^/(.+)$ /domains/default/$1 [last]
RewriteRule ^/(?:Rural/)?(.+)$ /domains/Rural/$1 [last,nocase]
