The install instructions are only for someone installing apache from
source obtained from httpd.apache.org.  Otherwise, you need to get
instructions from whomever you obtained apache from.  There are so
many different possibilities for install locations/configurations/etc
that it would be impossible to document them all in the main docs.

As to your original problem, note that MaxClients defaults to 256; see
