how to cp ftp files to hdfs

hi,all:
    I try distcp tools and got error:
    hadoop distcp ftp://ftpuser:[email protected]/pub/biz_20161016.zip 
hdfs://dev0:9000/tmp
    16/10/19 15:49:55 ERROR tools.DistCp: Invalid input: 
     org.apache.hadoop.tools.CopyListing$InvalidInputException: 
ftp://ftpuser:[email protected]/pub/biz_20161016.zip doesn't exist

 but  file really exist :  ??
