Either it's not fixed, or it's back. Because I'm still experiencing this issue with Catalyst 10.7 (downloaded from ATI website) in Ubuntu 10.04 64-bit. Unminimizing a non-maximized window is instant, but there's a noticeable pause before unminimizing a maximized window. There's also a pause before maximizing/unmaximizing a window.
