Christian, it seems that at least the quirks handling seems to work. You are using the proprietary nvidia driver, which does not need any quirks (and thus pm-utils disables them, just like hal did). Also, at least the original reporter's problem (http://launchpadlibrarian.net/38123737/Desktop%20after%20resume.png) does not seem related to quirks.
