Yes, the X cursor does move. Thinking there was nothing more to do for this bug, I switched back to Wayland (I've only been using X to troubleshoot this). On a whim I vigorously moved the mouse on login, and it has the same bug. It does manifest differently; in Wayland the cursor appears briefly in a frozen state and then the whole screen goes black.
