The missing desktop icons are meant to be provided by 'nautilus-desktop' in 18.04. So that sounds like a symptom of the regression rather than a cause.
Since the shell clearly mostly loaded before freezing, the first thing I recommend is to delete any local extensions: cd ~/.local/share/gnome-shell rm -rf extensions and then log in again.
