There's your problem; the detected screen size is "1mm x 1mm". So Mutter just chooses the maximum scaling factor to compensate.
That's clearly a software bug in the Xorg driver because decoding your EDID from the monitor I can see the monitor is reporting itself as 120 cm x 34 cm.
