Adding new layouts should be go through the upstream project instead of carrying patches only in Ubuntu. So please submit your change to https://gitlab.freedesktop.org/xkeyboard-config/xkeyboard-config. I am marking this bug as invalid due to this. If landed upstream, feel free to reopen this bug report. Have you considered using an existing layout to get what you want? NeoQwertz (see https://neo-layout.org/Layouts/neoqwertz/) would provide that. It puts the programming keys on an easy to reach layer 3. I am using Noted (see https://neo-layout.org/Layouts/noted/) which has a better key layout and programming keys on layer 3 and number / arrow keys on layer 4.
