My solution is to get rid of /lib/systemd/system/nvidia- persistenced.service for now so systemd doesn't start the daemon. I wouldn't be surprised if prior driver 535.183.06 never installed this file. I no longer have a 24.04 system to check... Probably not the solution for those who actually need it, but given that this file had ' --no-persistence-mode' in it it probably costs me nothing.
