Thanks for reporting.

Indeed, the luit package does not exists in Ubuntu, nor has it been
synced and added automatically. Digging deeper, I found that Ubuntu has
had a (separate) luit package at some point in history. [1]

Comparing the version numbers with the Debian package [2],
the latest published version of the old package was 1:1.0.2-0ubuntu2
The new package has version 2.0.20221028-1

Due to the epoch (1: prefix) I believe the Debian package is interpreted
as an older version number and skipped since the Ubuntu version counts
as newer. Otherwise it would be synced and appear in oracular.

I've subscribed the Archive Admins which can hopefully take a look at
this theory and possible force sync the Debian version. (Since the old
Ubuntu package was removed several LTS cycles ago, I doubt there wouid
be any conflicts or other problems)
