Such a grave regression should at least have a priority assigned since the day it was noticed by a developer. As usual ubuntu does not handle regressions with the intel driver at all.
I strongly suggest the original reporter to go directly to the intel bug tracker. Not that they are particularly responsive on bugs related to the VGA out (my previous laptop died before they pronounced a sole word on the bug, but after I spent hours reporting them all the needed logs). But at least, it will be a barrier less.
