In Ubuntu-Budgie the above trick doesn't solve the problem. I notice
that Ubuntu Desktop is using gdm3 whereas Ubuntu Budgie is using
lightdm. They are calling xorg with different arguments. So I
reconfigured Budgie for gdm3 and, after creating the monitor.xml file,
the flicker is gone.

I hope, this helps to fix the problem in Budgie. Let me know, if I can
do something else.

Respective xorg command lines:

Ubuntu-Budgie:
/usr/lib/xorg/Xorg -core :0 -seat seat0 -auth /var/run/lightdm/root/:0 
-nolisten tcp vt7 -novtswitch

Ubuntu Desktop:
/usr/lib/xorg/Xorg vt2 -displayfd 3 -auth /run/user/1000/gdm/Xauthority 
-nolisten tcp -background none -noreset -keeptty -novtswitch -verbose 3

Ubuntu-Budgie with gdm3:
/usr/lib/xorg/Xorg vt2 -displayfd 3 -auth /run/user/1000/gdm/Xauthority 
-nolisten tcp -background none -noreset -keeptty -novtswitch -verbose 3
