You are trying to install the wrong package for Ubuntu 18.04.4. The
compatible package is called 'xserver-xorg-video-intel-hwe-18.04'. BUT
you should not install that either. Because the default 'modeset' driver
you already have is newer and better supported. Please don't install any
more graphics drivers on this machine. Any driver with 'intel' in its
name is old and poorly supported.
