Well, that's weird then. My laptop has an i5-4330M and, according to Intel, that has Intel HD Graphics 4600. According to the list at that link this doesn't work with Vulkan.
But the steam game (Civ VI) that doesn't run on my i5-2500K runs perfectly OK on my i5-4330M.
