I'm sorry, my previous comment seems to be untrue. I have just found that aptitude will happily upgrade everything else the latest version, if I hold just these five packages at the versions listed: libwayland-egl1-mesa:amd64 11.2.0-1ubuntu2 libegl1-mesa:amd64 11.2.0-1ubuntu2 libgl1-mesa-dri:i386 11.2.0-1ubuntu2 libgl1-mesa-dri:amd64 11.2.0-1ubuntu2 mesa-vdpau-drivers:amd64 11.2.0-1ubuntu2
