Newer version Ubuntu doesn't support amd gpu (https://help.ubuntu.com/community/RadeonDriver). Beside It's nor xorg but seems a mesa bug (tearfree bug). Which version have you upgraded from? Can you attach the xorg log?
Workarounds: Try cleaning files in ~/.config/compiz-1/, ~/.compiz and ~/.cache/compizconfig-1/. But take a backup first. If that didn't help try downgrading mesa.
