Christopher M. Penalver, thank you for your patience.

Updated BIOS as per instructions, bug is still reproducible.

ouroumov@Bloc:~/Desktop$ sudo dmidecode -s bios-version && sudo dmidecode -s
bios-release-date
1.7.6
07/13/2016

As Provided instructions do not mention the BIOS update procedure for
non-EFI systems, and I'm running in Legacy mode, I'm providing the
following instructions in the hope other users will profit:

1. Download the file from here:
http://downloads.dell.com/FOLDER03819788M/1/OptiPlex_7440_1.7.6.exe
2. run command: sha256sum OptiPlex_7440_1.7.6.exe
3. Verify output of command contains:
b239b4c1274992b4dd239e628f8ee2ed98f7860df6d819eb304b69ee595185b4
4. Copy file to FAT32 partition on USB key
5. Reboot, hold F12 to access Boot menu, select Bios Update option, you should
be able to pick the file. (DELL Firmware can't read ext4)
