I found a workarround for a HP 14-ac116ng (Intel Graphics) by accident: Open the Menu with Strg + ESC or with the invisible mouse cursor. Enter something into search and then, while the menu is still open, drag the cursor from the upper left corner over the menu. It will reappear.
