Jason, The edits on 10-evdev.conf are not unnecessary. If general-purpose drivers are loaded before the huion drivers, the huion drivers are not loaded. The catch-all rule in 10-evdev.conf prevents the correct drivers from being loaded.
I'll see if I file a bug report in linuxwacom to see if they can integrate the huion entries.
