Just installed a fresh 15.04 and was surprised that this bug is still there... However, for the ones who wrote "setxkbmap de" to /etc/kde4/kdm/Xsetup it's /usr/share/sddm/scripts/Xsetup now... (for the new sddm which replaces kdm).
