Has happened to me twice so far on a recent install of Lubuntu 13.10 with a synaptics touchpad.
Only changes from default touchpad configuration: syndaemon -d -t (disable touchpad tap and scroll when typing) synclient LockedDrags=1 HorizTwoFingerScroll=1 The most recent scrolling lock occurred when a PDF was loaded in Document Viewer that put some strain on the system.
